08:00<padski>dvorak, if you have a /etc/syslog.conf file then I'm guessing you have the traditional sysv syslogd. I think the 'proper' interface may now be something like "service syslog help", although I tend to do "/etc/init.d/syslog help". Ideally with syslogd you can do a reload for conf changes. if the init script doesn't support it, then check the man page, I think it is something like "kill -HUP `cat /var/run/syslogd.pid`"
