The latter is understandable as some of these small channels are rather social communities specific to one country (that just happens to speak a single language) than a purely technical help channel such as this (#debian-en)

Note that there's no option to change this in the partition editing dialog. However, selecting "use as" and picking "swap area" again switches it to "f" and the install proceeds.
