That way you can get the kernel and use the packaging system without the package manager throwing a tantrum whenever a transition is going on or a package has been, temporarily, removed from testing.

17:57<dpkg>Shiny New Shit Syndrome is a serious disorder, which usually breaks out into an epidemic every time something new is released. If you have SNS, ask me about <backports> and <ssb>; these are better options than upgrading to <testing> because it is a <moving target>.
