I shut off a virtual machine and restarted it to spawn a new qemu-system-x86 process for the user libvirt-qemu but it came up with the old default priority of 20 instead of the 10 I wanted to see.

19:35<ais-admin>I had tried a nice -n 19 on the offending rsync process but seems my CPU is SOOO much faster than my diskio that it still bogged down the system. ionice to the rescue - rsync on ionice idle class 3 has already transferred 30Gb and the 9 virtual machine users haven't complained at all.
