04:13<dpkg>hmm... dpms is know as VESA Power Saving or Energy Star. In X4.0.X add Option "DPMS" "on" to config monitor setting. After that it can be configured by using 'xset dpms <standby-sec> <suspend-sec> <off-sec>' or config file options (ServerFlag section).

14:49<dpkg>Suspend can mean either suspend to disk (a.k.a. hibernate) or suspend to ram. The in-kernel suspend now works pretty well in etch (and even better in lenny) . There are also kernel patches that provide more features such as <tuxonice>. Installing the uswsusp and hibernate packages along with a front-end like gnome-power-manager or kpowersave should be enough. Also ask me about <suspend troubleshooting>.
