The bandwidth limit is a firm limit and applies to the maximum speed your Linode can send or receive traffic at. The Transfer pool is how much data your Linode can send in a month. Receiving data is free. If you go over the Transfer for the month you'll be charged $0.02 for each additional GB of data.
